IEC 61784-3-13:20 16规定了基于IEC 61784-2的CPF 13和IEC 61158类型13的安全通信层（服务和协议）。它确定了IEC 61784-3中定义的与该安全通信层相关的功能安全通信原则。该安全通信层仅用于在安全设备中实现。第二版取消并取代了2010年出版的第一版。本版构成技术修订版。与上一版相比的主要变化如下:-将商品名称更改为openSAFETY；-增加Slim安全PDU；-添加SOD CRC；-增加SSDO块传输服务；-向SPDO添加连接有效位；-增加用于复位保护的重试次数；-添加可随时写入的用户参数；-更正和编辑改进。

IEC 61784-3-13:2016 specifies a safety communication layer (services and protocol) based on CPF 13 of IEC 61784-2 and IEC 61158 Type 13. It identifies the principles for functional safety communications defined in IEC 61784-3 that are relevant for this safety communication layer. This safety communication layer is intended for implementation in safety devices only. This second edition cancels and replaces the first edition published in 2010. This edition constitutes a technical revision. The main changes with respect to the previous edition are listed below:
- change of trade name to openSAFETY;
- addition of Slim Safety PDU;
- addition of SOD CRC;
- addition of SSDO block transfer services;
- addition of connection valid bit to SPDO;
- addition of number of retries for reset guarding;
- addition of user parameters that are writeable at any time;
- corrections and editorial improvements.
