ISO 18878:2004提供了为移动式升降工作平台（以下简称MEWPs）操作员（驾驶员）准备培训材料和管理培训的方法。它适用于ISO 16368中定义的MEWPs，其目的是将人员移动到可以从工作平台执行工作的位置。如果国家法规更严格，则优先于ISO 18878:2004的要求。

ISO 18878:2004 provides methods to prepare training materials and to administer training to operators (drivers) of Mobile Elevating Work Platforms (hereafter known as MEWPs).It is applicable to MEWPs, as defined in ISO 16368, which are intended to move persons to positions where they can carry out work from the work platform.If national regulations are more stringent, they take precedence over the requirements of ISO 18878:2004.
