ISO 11121:2009规定了向非潜水员提供介绍性水肺体验培训课程的培训机构的最低要求。ISO 11121:2009适用于将参与者带入开放水域环境的项目。它不适用于仅在受限水环境（如游泳池）中进行的项目。ISO 11121:2009还规定了提供该服务的条件，补充了ISO 24803中规定的休闲潜水服务的一般要求。

ISO 11121:2009 specifies minimum requirements for training organizations that offer introductory scuba experience training programmes to non-divers.ISO 11121:2009 applies to programmes that include participants being taken into an open water environment. It does not apply to programmes that are exclusively conducted in a confined water environment (e.g. swimming pools).ISO 11121:2009 also specifies the conditions under which this service is to be provided, which supplement the general requirements for recreational diving services specified in ISO 24803.
