ISO 23273-1:2006规定了燃料电池（FCV）功能安全的基本要求，涉及燃料电池动力系统运行特性对车辆内外人员和环境造成的危害。不适用于车辆的制造、维护或维修。ISO 23273-1:2006中的要求涉及车辆的正常运行（无故障）条件和单一故障条件。ISO 23273-1:2006仅适用于根据国家或国际标准和/或法律要求，车载电路的最大工作电压低于交流1000 V或直流1500 V的情况。

ISO 23273-1:2006 specifies the essential requirements for the functional safety of fuel cell (FCV) with respect to hazards to persons and the environment inside and outside of the vehicles caused by the operational characteristics of the fuel cell power system.It does not apply to manufacturing, maintenance or repair of the vehicles.The requirements in ISO 23273-1:2006 address both normal operating (fault free) condition and single fault conditions of the vehicles.ISO 23273-1:2006 applies only when the maximum working voltage of the on-board electrical circuits is lower than 1000 V a.c. or 1500 V d.c. according to national or international standards and/or legal requirements.
