规定如何使用OSI通用管理信息服务元素（CMISE）和OSI远程操作服务元素（ROSE）为两个终端系统的CMISE服务用户提供操作和通知服务的基本子集。为基本管理通信配置文件AOM11的定义指定CMIP/ROSE协议功能。定义仅提供内核功能单元的实现所需的OSI管理通信功能的支持级别。

Specifies how the OSI Common Management Information Service Element (CMISE) combined with the OSI Remote Operation Service Element (ROSE) shall be used to provide a basic subset of operation and notification services to the CMISE-service-users of two end systems. Specifies the CMIP/ROSE protocol features for the definition of the Basic Management Communications profile, AOM11. Defines the support level of the OSI management communication features needed by implementations for providing the kernel functional unit only.
